 Reporting to the Program Manager, the Program Officer, International Language Elementary/African Heritage Program will be responsible for overseeing the day to day operations for a designated number of ILE/AH program sites consisting of ILE/AH classes (remote and in person learning) to ensure:

·      all program procedures are being followed;

·      curriculum resources are available and accessible;

·      learner centered curricula are developed;

·      responsible for hiring, supervision and evaluation of instructors;

Support Program Manager in ensuring a high standard of quality programming within the available resources and operational guidelines of the Ministry of Education and Continuing and International Education.

Summary of Duties:

Ø Responsible for overseeing the day to day operations of a designated number of program sites and classes (remote and in person learning);

Ø Responsible for the hiring, supervision and evaluation of instructors and site support staff;

Ø Provide supervision and direction to Instructional and support staff, within assigned portfolio;

Ø Host regular meetings with staff to discuss and share information;

Ø Conduct regular online and in person school visits and classroom observations to support instructors and support staff;

Ø Visit online and in person classrooms regularly to observe student engagement, lesson planning and to interact with students and instructors;

Ø Provide ongoing coaching and support with respect to current online and in person teaching methodologies and curriculum to incorporate best practices for learners and instructors;

Ø Assist instructors in implementation of in person and online assessment and evaluation tools;

Ø Assist and coach instructors to complete progress reports each term; review, edit and provide feedback to ensure accurate reports;

Ø Identify and conduct in person and online professional development activities for instructional and support staff;

Ø Working with the Program Coordinator to oversee the use of TDSB’s International Languages – Elementary Curriculum by instructors and to support the development of student centered learning;

Ø Assist and coach instructors in using TDSB ILE/AH materials to ensure that ideas and resources are consistent and shared amongst the program;

Ø Monitor, provide feedback and support for classroom lesson planning and student portfolios;

Ø Ensure a full staff complement each day in assigned sites and co-ordinate the calling of staff to ensure class coverage;

Ø Ensure that staff comply with TDSB policies, procedures and requirements, including relevant Collective Agreements;

Ø Oversee online and in person student intake, monitor class enrolment, and check Ministry attendance registers;

Ø Determine staff assignments in accordance with collective agreements for assigned sites in portfolio to meet the needs of the program;

Ø Assist in coordinating the collection and reporting of statistical and financial data for budget, program development and planning, prepare reports as required;

Ø Coordinate administrative procedures such as payroll, materials fees collection, in accordance with TDSB policies and procedures;

Ø Manage materials and resources budget for assigned classes and program sites in area and allocate budgets on a site by site basis;

Ø Facilitate and evaluate feedback from stakeholders to improve programming and ensure it is meeting students’ learning needs;

Ø Liaise with TDSB staff and communities;

Ø Ensure that health and safety standards are met within the portfolio of assigned sites, including the planning and regular implementation of emergency site evacuation drills;

Ø Participate in planning and coordinating special events and keep the Program Manager informed of activities;

Ø Participate in projects that enhance the Board’s profile;

Ø Meet with staff, students and parents who have attendance, performance or behavior problems (may be required to mediate/resolve disputes);

Ø Resolve issues through communication with school Principals and caretaking, and refer unresolved issues to the Program Managers;

Ø Assist in the promotion of programs, including through print and online tools;

Ø Meet with the school council representatives as required;

Ø Provide leadership in fostering and inclusiveness in the development and implementation of programs and services; and

Ø Other duties as assigned.


Ø Three year community college diploma in a related discipline with three years’ experience in a progressively responsible related position, or an equivalent combination of education and experience;

Ø Proven leadership and supervisory capabilities;

Ø Understanding of and ability to apply online and in person learning strategies and theories

Ø Knowledge and understanding of how children learn a second language;

Ø Computer literate (Online learning management systems (ex Google Classroom), internet, email, Google Apps in word processing, spreadsheet, databases, familiarity with employee human resources/financial information systems);

Ø Comfort operating/managing in a unionized environment;

Ø Demonstrated communication, project management, interpersonal and mediation/conflict management experience;

Ø Experience working with budgets;

Ø Familiarity with TDSB Policies and Procedures as they pertain to Equity, Health and Safety legislation and requirements;

Ø Proven ability in promoting equitable practices which value inclusiveness and diversity;

Ø Experience working with variety of communities, community groups, committees and government agencies; and

Ø Conflict resolution and problem solving experience.


Ø Fluency in another language;

Ø Knowledge of second language acquisition and appropriate assessment and evaluation tools.

Special Requirements:

Ø Provision of own vehicle for Board Business.  Requires regular travel across the TDSB; and

Ø Will be required to conduct site visits (this includes day, evening and weekend programs).

Hours:              35 hours per week
