Reporting to the Senior Manager, Planning, the Manager, Accommodation Planning will provide leadership, professional and technical expertise in actual enrolment, projected enrolment, facility utilization, facility capacity, school boundaries, accommodation studies and planning, public consultation processes and project management.
The Manager, Accommodation Planning, will:
Summary of Duties:
Ø Manage and provide leadership support in the day-to-day operations in the areas of actual enrolment, projected enrolment, facility utilization, facility capacity, school boundaries, pupil accommodation studies, public consultation processes, and project management.
Ø Responsible for the effective management and leadership of staff including assigning, prioritizing and tracking tasks; providing guidance and coaching; ensuring the required resources are available to complete tasks, hiring, identifying staff needs and performance evaluations.
Ø Oversee the completion of accommodation studies including the designing of consultation processes.
Ø Assist in strategic planning for the Strategy and Planning Department, including identifying strategic issues and developing and recommending appropriate action plans to deal with them.
Ø Participate in working meetings and represent the TDSB at public meetings, responding to inquiries, providing insight and perspective, facilitating discussions, and managing conflicts.
Ø Provide advice and guidance regarding Board policies and procedures.
Ø Lead the team in the annual process to produce enrolment projections, forecasts and facility capacities; liaise with key contacts in other TDSB departments and other organizations to obtain inputs.
Ø Oversee the implementation of the TDSB’s Long-Term Program and Accommodation Strategy, identifying short and long-term directions for school facilities related to issues such as overcrowding, under-utilization, school closures, room closures, portable management, aging facilities, shifts in enrolment, changes in programming, and new pupil places.
Ø Prepare reports for senior management and Board approval.
Ø Oversee the development and implementation of solutions to space issues (e.g., program space and administration space) that come through the Central Accommodation Team (CAT) or the annual process to accommodate program reviews and studies (e.g., French-as-a-Second-Language programs and Special Education programs).
Ø Manage the work between the Planners and the Toronto Lands Corporation (TLC) on the review of development applications and other land-use planning initiatives; create strategies for responding to the applications.
Ø Assist Strategy and Planning management staff in the identification and resolution of planning related issues.
Ø Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.
Ø Other duties as assigned.
Qualifications:
Ø University degree in Urban Planning or a related field with seven years progressively responsible experience in a senior planning role, or an equivalent combination of education and experience.
Ø Membership with the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP).
Ø Solid understanding of program and accommodation planning support.
Ø Thorough understanding and knowledge of the municipal/education planning function, and of public policy.
Ø Extensive experience in research, data management, data analysis, report writing and making presentations.
Ø Extensive knowledge of the Education Act, Core Education Funding, the Planning Act, the Growth Plan for the Greater Golden Horseshoe, the City of Toronto Official Plan, related provincial regulations, and TDSB policies and procedures.
Ø Demonstrated political and business acumen.
Ø Strong interpersonal team building, mediation and facilitation skills.
Ø Proven ability to establish and maintain effective working relationships with all stakeholders.
Ø Proven ability to facilitate, mediate and negotiate resolution to issues.
Ø Excellent analytical, problem solving and critical thinking skills with aptitude for figures.
Ø Strong oral and written communication skills.
Ø Supervisory experience with a proven record of effective leadership, with ability to lead and produce results.
Ø Well-developed organizational, project management and strategic planning skills.
Ø Proven ability in promoting equitable practices which value inclusiveness and diversity.
Ø Computer skills including spreadsheets, databases, geographic information systems, project management packages, presentation packages, email, and social media.
Special Requirements:
Ø Provision of own vehicle for Board business.
Ø Requires travel across the Greater Toronto area.
Ø Must be available to work evenings and weekends to support committee meetings, public consultations, and other time-sensitive tasks.
