Reporting to the Senior Manager, Application Management and Business Operations, the Manager, Application Administration is responsible for managing the creation, maintenance and oversight of the Information Technology Services strategy, enterprise architecture, and technology roadmaps..  The Manager also represents and manages information technology services and support as they relate to Application Administration functions (e.g.,  endpoint architecture,  and endpoint management etc.).

The Manager, Application Administration will:

  • Provide leadership to team of professionals to provide operational support for all aspects of the Board’s Enterprise Applications to ensure integrity, availability and performance;
  • Develop, recommend and implement strategies for effective long term use of technology within Application Management areas;
  • Provide effective leadership and management to staff in the functional areas of Strategy/Enterprise Architecture, Technology Development and License management and
  • Provide responsible stewardship of resources to achieve performance targets, implement standards, development of best practices, positive work culture, and the development of the staff.

Summary of Duties:

  • Manage all aspects of Enterprise Application Administration to ensure information integrity, availability and performance of systems and enabling the establishment of a working, optimized and stable environment for the users;
  • Oversee the process to design and build the endpoint device configurations to meet the needs of the classrooms, labs, libraries, and administrative offices that is safe, secure, reliable, sustainable and supportable;
  • Develop and maintain the Software and Application Distribution Infrastructure to enable remote provisioning of endpoint support services;
  • Manage Enterprise Application Administration projects through the review and maintenance of project plans, assignment of resources, monitoring progress, and certification/acceptance of project deliverables;
  • Responsible for management and direction of staff, including planning, staffing, training and performance reviews;
  • Provide leadership to motivate staff and facilitate team building, review and recommend hiring of staff, as required;
  • Manage, review and monitor department and project budgets, including expenditure review, authorization and analysis of transactions, contract reviews etc;
  • Collaborate with other architects to ensure a secure, seamless, reliable, and responsive desktop environment is provisioned and maintained;
  • Manage the installed base of the desktop and mobile endpoints by ensuring the problems are diagnosed and resolved, the updates and installs of new and upgrades are handled in a timely fashion and the asset base is maintained;
  • Collaborate with respective groups to ensure optimal and seamless service delivery;
  • Manage the execution of effective delivery of agreed and specified services through monitoring service level quality indicators and reviewing operational priorities;
  • Manage escalated problems and incidents to effect rapid restoration of services;
  • Prepare post-mortem reports of major incidents and provide recommendations for changes in both practices and procedures and oversee the implementation of such recommendations;
  • Manage the evaluation of client (internal & external) needs, system capabilities, alignment and availability of resources, communication of expectations and deliverables, and the management of execution;
  • Manage the development, maintenance, and execution of annual, quarterly management plans and review monthly for execution;
  • Act as a catalyst between the various areas and communities within the school board and external organizations;
  • Ensure the management of data protection policies, and control mechanisms for the IT Services organization;
  • Consult and work with Board staff, as well as others to insure all TDSB Technology requirements are represented and met at the most cost competitive prices;
  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services;
  • Create and manage a software management system to ensure all license conditions are met and that the TDSB meets all requirements of the license;
  • Work with external providers to determine the best financial approach for future software purchases to meet the needs of the TDSB; and
  • Other duties as assigned.

Qualifications:

  • University degree in Computer Science, Engineering or a related technology field, with seven years of progressive relevant experience in an information technology environment, or equivalent combination of education and experience;
  • Experience in planning, directing and co-ordinating enterprise scale information, processes and applications;
  • Training and experience in desktop and mobile technology – both hardware and software;
  • Good understanding of current & future information technology architecture and directions;
  • Understanding of client information needs, policies, procedures and business process automation needs;
  • Successful experience in budget forecasting, control, and management;
  • Knowledge of management and design issues as they relate to imaging, packaging, and patch management;
  • Technical certification achieved in one or more of the Intel/Mac desktops, desktop OSs, desktop Applications and management areas;
  • Experience in Change, Project, & System Lifecycle Management;
  • Detail oriented and analytical with strong problem solving skills;
  • Superior oral, written, presentation, interpersonal and organizational skills;
  • Strong time management and project management skills including the ability to meet task schedule requirements, multi task and prioritize;
  • Successful supervisory experience with strong leadership, mentoring and team building skills; and
  • Proven ability in promoting equitable practices which value inclusiveness and diversity.

Special Requirements: 

  • Provision of own vehicle for Board Business.
  • Requires regular travel across the TDSB.
