Overall Purpose:  

Reporting to the Manager, Professional Learning, Training and Leadership Development,  the Compliance and Training Coordinator will assess training needs, implement, direct and lead the mandatory and compliance program and training for designated TDSB employee groups(e.g., Managers & Supervisors, Principals & Vice-Principals, Senior Team, Skilled Trades Staff, Support Staff,  Teachers, Occasional Teachers, Supply, Casual & Temporary Support Staff) in accordance with legislative requirements and TDSB policies and procedures. 

Summary of Duties: 

  • Work closely with the Manager, Compliance and Training Coordinators and other stakeholders to implement and monitor system wide compliance training programs and initiatives;
  • Oversee and implement aspects of the annual system-wide compliance and board mandated training program, which includes the preparation of strategic communication outlining annual requirements and expectations;
  • Implement and monitor the compliance training accountability process;
  • Lead/Co-lead the needs assessments, development, design, delivery and evaluation of legislative, Board mandated and job-specific compliance initiatives;
  • Work with project teams, and stakeholders to create and implement appropriate resources, professional learning guides to support staff learning;
  • Establish training priorities in consultation with key stakeholders in accordance with the Occupational Health and Safety Act, Board priorities including related Health and Safety policies and procedures;
  • Liaise/work with stakeholders including Occupational Health and Safety Professionals, Joint Health and Safety Committees, Ministry of Labour, Unions/federations, employees, external vendors, industry colleagues and departments throughout TDSB
  • Develop an annual implementation plan to ensure that all required compliance training is implemented prior to the start of the school-year;
  • Work in partnership with various departments to ensure that required compliance training is completed when new employees are hired or job requirements change;
  • Act as a system resource to support training requirements outlined in the Occupational Health and Safety Act; and design and deliver appropriate training solutions;
  • Lead the review and monitoring of completion statistics for compliance and mandatory training through the use of the TDSB Learning Management System (LMS);
  • Identify and review reporting processes and recommend reports to ensure accurate preparation and retention of training records for auditing purposes as required;
  • Ensure training and recertification requirements are communicated on a regular consistent basis to ensure there is an understanding of training requirements, including recertifications, for all employees and designated students.;
  • Respond to training related labour relations issues (grievance, arbitrations) as requested by Employee Services/Labour Relations including researching. gathering and preparation of information;
  • Participate in meetings with Legal and/or Labour Relations as required;
  • Lead the annual review and revision of compliance and mandatory training courses as required;
  • Collect, analyze, report and track training data to support system planning;
  • Provide training data and information to Payroll and Employee Services departments as required;
  • Participate in the development of training documentation, including updates to training manuals, trainer lesson plans and facilitator guides;
  • Create learning briefs, detailed course outlines and learning content;
  • Establish partnership with external vendors to support in-house training expectations, goals and objectives;
  • Audit the training delivered by external agencies/vendors as required;
  • Act as a liaison for all compliance and health and safety related training matters with external agencies/vendors;
  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services;
  • Prepare and present reports, write briefing notes and general communication to be included in Direct Line, System Leaders Bulletin and Trustees Weekly;
  • Provide opportunities for staff to give feedback and evaluate training programs to support continuous improvements;
  • Provide subject matter expertise on the related health and safety training issues;
  • Lead special projects and internal committees related to development and delivery of compliance and/or mandatory training for all staff;
  • Represent the Leadership Development and Training Unit on committees within the TDSB and with external partners;
  • Maintain current with latest developments and changes in legislation including attending seminars, workshops and/or online learning; and
  • Other duties as assigned
  • University Degree in related field (e.g. Occupational Health and Safety, Human Resources Administration) and four years related experience in Health and Safety at a large multi-site, multi-union organization, or an equivalent combination of education and experience;
  • Extensive working knowledge of the Occupational Health and Safety Act and legislative requirements and other compliance standards under legislative requirements of Accessibility for Ontarians with Disabilities Act, the Accepting School Act, the Municipal Freedom of Information and Protection of Privacy Act ;
  • A strong background and demonstrated success in design, delivery and evaluation of training programs;
  • Excellent written and oral communication skills, including facilitation, and presentation skills;
  • Demonstrated experience composing and editing presentation packages, correspondence and preparation of reports;
  • Ability to communicate effectively with all levels of the organization;
  • Proficient computer skills including use of learning management systems, databases, spreadsheets, web analytics tools, project management tools and presentation packages;
  • Experience with and understanding of Collective Agreements and related employment and labour legislation;
  • Ability to work effectively with all sectors of the organization;
  • Ability to establish credibility with system partners to recognize and respond to diverse stakeholder learning needs and interests ; and
  • Proven ability in promoting equitable practices which value inclusiveness and diversity.

Special Requirements:

  • Provision of own vehicle for Board Business;
  • Requires regular travel across the TDSB;
  • Ability to participate in after-hours training sessions

Asset: Canadian Registered Safety Professional designation

Work Year: 12 months
