Overall Purpose

Reporting to the Senior Manager, Talent Management, the Manager, Talent Acquisition will manage the daily operations of the Talent Acquisition Unit, providing strategic and operational leadership to position TDSB as an Employer of Choice. The Manager will develop and implement innovative talent strategies to attract and recruit top talent for designated employee groups, with a focus on diversity, equity, and inclusion. In collaboration with hiring managers, internal stakeholders, and external partners, the Manager will build robust talent pipelines to meet the current and future workforce needs. Leading a team of acquisition specialists, the Manager will deliver client-focused solutions aligned with the Board’s strategic priorities, ensuring compliance with legislation, collective agreements, and Board policies.

Summary of Duties:

  • Collaborate with the Senior Manager to establish the strategic direction for the Talent Acquisition Unit, including goal setting, and performance monitoring.
  • Align talent acquisition strategies with the Board's Multi-year Strategic Plan and workforce planning objectives to ensure service excellence.
  • Design and implement talent acquisition strategies that foster diversity, equity, inclusion, and innovation, integrating relevant aspects of the Truth and Reconciliation Calls to Action.
  • Develop and implement robust, diverse recruitment pipelines that enable continuous intake of qualified applicants across designated employee positions, with a targeted focus on hard to fill positions.

Summary of Duties

  • Forecast workforce needs, establish measurable recruitment goals, and develop workforce plans to address organizational priorities.
  • Collaborate with hiring managers, internal stakeholders, and external partners to align recruitment efforts with organizational goals.
  • Responsible for the leadership and supervision of staff to create a positive team environment, including hiring, determining work priorities, scheduling of work, providing guidance and coaching, performance management, and professional learning and development.
  • Enhance the TDSB employment brand to attract talent from diverse and under-represented communities.
  • Oversee recruitment technology systems and implement process improvements to optimize candidate experience and operational efficiency.
  • Maintain optimum staffing levels for designated employee groups through analysis and strategic planning for regular and peak periods.
  • Collaborate with IT to optimize recruitment technology, leading process configuration and implementing technological updates for staff and clients.
  • Provide advice and guidance to senior staff, managers, and principals on recruitment strategies, resolving escalated complaints, and operational challenges to deliver effective outcomes.
  • Collaborate with the Senior Manager and People and Culture Communities of Expertise to develop, implement, and maintain Talent Acquisition policies, procedures, and workflows.
  • Increase recruitment visibility through innovative marketing strategies, including job fairs, targeted social media campaigns, and engagement on job boards and at career events.
  • Establish and monitor recruitment metrics to identify improvement opportunities, analyze data, and implement best practices for process enhancement.
  • Manage the Unit budget, including forecasting, monitoring, expenditure reviews, and authorization and analysis of transactions.
  • Lead process improvement initiatives, staying updated on industry trends, legal requirements, and best practices to enhance recruitment strategies.
  • Prepare reports, briefings, and presentations for the Senior Manager and People and Culture team, and support grievance and arbitration processes through research, information preparation, and meeting attendance as needed.
  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.
  • Other duties as assigned.

Qualifications

  • University degree in a related field such as Human Resources, Business Administration with a minimum of six years of progressively responsible experience in talent acquisition and workforce planning in a large, unionized organization or equivalent combination of education and experience.
  • Experience in full-cycle recruitment, including sourcing, candidate assessment, and implementing diversity, equity, and inclusion initiatives in recruitment practices.
  • Proven expertise in building robust talent pipelines for hard-to-fill positions using diverse channels such as social media, job boards, networking, and partnerships with external organizations.
  • Demonstrated experience in planning and implementing talent acquisition strategies, processes and implementing recruitment technologies.
  • Knowledge of current recruitment best practices, trends, tools, and technologies, with the ability to leverage data and analytics to optimize recruitment efforts.
  • Proven supervisory experience, with strong leadership, coaching and team and individual development skills.
  • Knowledge of business and operational best practices and methodologies and relevant legislation.
  • Strong interpersonal and oral and written communication skills, including report writing, presentation and stakeholder engagement.
  • Strong analytical, problem-solving, and decision-making abilities.
  • Sound marketing, budget planning and change management skills.
  • Excellent time management and organization skills, with a proven ability to prioritize tasks and manage workloads effectively.
  • Proficiency with applicant tracking systems, dispatch systems, and Microsoft Office Suite (spreadsheets, databases, word processing, and presentation tools).
  • Proven ability in promoting equitable practices which value inclusiveness and diversity.
