Overall Purpose

Reporting to a Manager, Accommodation Planning, the Planner will be responsible for managing educational planning activities. Specifically, the position will provide expertise to the TDSB in actual and projected enrolments, facility utilization and capacity, school boundaries, and the development of short- and long-term accommodation plans.

The Planner will:

  • Develop strategic plans for the accommodation of students, maximizing the use of space in facilities across the city; and
  • Manage the collection, analysis and reporting of actual and projected enrolments, and facility uses and capacities for assigned Family of Schools; and
  • Conduct consultations with stakeholders to support the development and implementation of student accommodation plans.

 

Summary of Duties

  • Manage the collection, analysis and reporting of data associated with actual enrolments, including monthly enrolment reports and out-of-area attendance;
  • Prepare short and long-term enrolment projections annually, both at a system level that reflects broad demographic trends, and at a school level;
  • Analyze new residential development applications to determine future student yields associated with new dwellings;
  • Ensure quality of data and accuracy of analyses;
  • Develop short and long-term strategies for student accommodation to address issues such as school closures, accommodation pressures at over-utilized schools, providing equity of access to programs for all students, and identifying opportunities for new schools in emerging communities;
  • Create plans for school closures through Pupil Accommodation Reviews;
  • Analyze land-use planning documents to understand how changes in land-use and urban structure will influence short and long-term demographic trends within a neighbourhood;
  • Determine whether or not existing facilities are able to meet the needs of emerging communities or whether opportunities for new school sites are required;
  • Lead comprehensive consultation processes to support the development and implementation of student accommodation plans; conduct consultation meetings with stakeholders and the public regarding student accommodation plans and the use of facilities;
  • Lead meetings with principals, superintendents, trustees and other TDSB administrators on matters related to accommodation planning and enrolment projections;
  • Liaise with Ministry of Education and City of Toronto staff;
  • Work closely with the Toronto Lands Corporation to ensure that the Board is represented in the land-use planning process;
  • Respond to requests for information and inquiries from staff, community representatives, parents, and the general public;
  • May be assigned to work on special projects for extended periods of time;
  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services; and
  • Other duties as assigned.

 

Qualifications

  • University degree in a related discipline such as Urban Planning, Geography or the Social Sciences with four years of relevant experience, or an equivalent combination of education and experience;
  • Solid background in facility planning, particularly in the development of short- and long-term strategies for student accommodation;
  • Extensive experience in data collection and analysis with specific emphasis on actual enrolment, projected enrolment, space usage, and capacities;
  • Extensive knowledge of the Education Act, the Planning Act, the Pupil Accommodation Grant, and related provincial regulations;
  • Strong interpersonal, oral and written communication skills including facilitation, report writing and presentation skills;
  • Excellent problem solving and analytical skills;
  • Experience working as part of a team, operating under tight timelines with high standards of performance;
  • Proven project management skills;
  • Proven ability in promoting equitable practices which value inclusiveness and diversity; and
  • Proficiency in computer applications (email, relational databases, spreadsheets, word processing, presentation packages, Internet browsers, and geographic information systems).

 

Special Requirements

  • Provision of own vehicle for Board business
  • Requires travel across the Greater Toronto area;
  • Must be available to work evenings and weekends to support committee meetings and public consultations
