Job Description

Reporting to the Director of the Human Resources and Payroll, the Assistant Director assists with the overall management of the department and provides advisory services to managers of the Board that support HR goals and objectives.

The Assistant Director of Labour Relations is responsible for all programs related to the representation of the Board including the determination, coordination, and implementation of working conditions for unionized staff and managers. This position has primary responsibility for the harmonization of the labour relations approach and strategy and its implementation to ensure consistency with the values, mission, and objectives of the Board.

FUNCTION & DUTIES:

The main functions and duties include:
  • Assisting and advising the Director of Human Resources and Payroll, as well as other managers regarding programs under his/her responsibility.
  • Ensuring the development and deployment of strategies related to labour relations.
  • Managing files related to complaints, grievances and arbitration files.
  • Managing disciplinary, probationary and performance files.
  • Managing and coordinating activities and programs related to occupational wellness, health and safety.
  • Managing and coordinating the job evaluation and classification process.
  • Ensuring the interpretation and application of collective agreements and other regulations regarding working conditions.
  • Ensuring compliance with laws, particularly labour laws, measures related to pay equity and salary relativity as well as all other applicable rules and regulations.
  • Planning and directing the development, implementation and improvement of the tools required for human resources management.
  • Ensuring the development and update of tools related to parental leave, special leave, disability and salary insurance files and general documentation necessary for the understanding and training of managers and employees.
  • Supervising activities related to the pension and group insurance plan.
  • Participating and representing the Board on labour relations committees.
  • Supervising the performance of employees under his/her direct responsibility.
  • Any other responsibilities assigned by the Director, including replacing them when necessary.


QUALIFICATIONS:

  • Undergraduate degree in an appropriate field certifying a university program of at least three years or has held a senior management or executive position in a school board where a university degree is the minimum requirement.
  • Six (6) years of relevant experience, including team management experience.


The Board may, at its discretion, waive any or all of the afore-mentioned qualification requirements if it finds a suitable candidate who is a beneficiary of the James Bay and Northern Québec Agreement and who accepts, as a condition of employment, to follow a training plan determined by the Board

REQUIREMENTS:

  • Fluency in two (2) of the three (3) official languages of KI (Inuktitut, English and French).
  • Knowledge of the terminology of laws, labour standards, and collective agreements.
  • Excellent management and organizational skills.
  • Initiative and team spirit.
  • Knowledge of Nunavik and Inuit culture is an asset.
  • A CHRP designation is also an asset.
  • Availability to travel to Nunavik.


CLASSIFICATION / SALARY / BENEFITS:

Class 00-10* as per the working conditions of KI's managers: from $113,708 to $151,605 annually depending on qualifications and experience. All benefits are prorated based on the percentage of the task.
